Do you really believe that using weapons against murders hidden in civilian populations will make the population join with you? The result of that asinine strategy is to force nations like Iran to develop biological weapons for which there is no defense and will most certainly use against us. Your "action plan" is a textbook example of insanity. Doing the same thing over and over again expecting a different result. It is suicidal to ever elect conservatives to positions of power.
